The real work of team building is in culture building, not in setting salaries.

The greatest mistake that gets made in business is when someone says, "But I pay them". 

Thinking that you will get people to behave exactly how you want them to by giving them money is one of the biggest fool's errands. 

"People like us do things like this". 

Setting a culture that manages itself (in the main), where people call other people out for behaviour that is not in keeping with how we do things here, is much more effective, much more difficult, much more time-consuming and much more heartbreaking than expecting to get people to do what you say by giving them money.

It's hard to set a culture, but it really is about the only way to get the thing to work.
